Terry Thomas is a public policy consultant in the Columbus, Ohio area with areas of concentration in state budgeting, K-16 education, and economic and workforce development. He is co-author on Richard G. Sheridan’s seminal work Follow the Money: State Budgeting and Public Policy in Ohio.
Previously, Thomas served in senior-level positions in Ohio’s executive and legislative budget offices, including as President of the State Controlling Board. He also served as a Senior Advisor for Economic and Workforce Development to two Ohio governors, leading efforts to connect adult workforce education to the economic development needs of the state.
In addition, Thomas founded the Ohio Association of Community Colleges (OACC), where a significant accomplishment was the improvement of the articulation and transfer of college and university credits, and career-technical and registered apprenticeship coursework.
Thomas earned his Bachelor’s Degree in Political Science from Penn State University and his Master’s Degree from The Ohio State University.
