Chief Quinlan joined the Division in 1989 as a member of the 76th recruit class. He has worked a variety of assignments over his 29 year career including Patrol, where he served as a Field Training Officer, Freeway, and Sexual Abuse Squad.

He was promoted to Sergeant in 1996 where he worked 3rd shift Patrol and the Detective Bureau’s Forgery/Fraud Unit.  He was promoted to the rank of Lieutenant in 2001 and worked in Communications, the Discipline/Grievance Office, and was the 3rd shift Patrol Lieutenant for Zone 4.

He was promoted Commander in 2009 and has held assignments in Patrol, Traffic, and the Training Bureau.  While assigned to the Training Bureau he oversaw the training and graduation of 5 recruit classes.

He was promoted Deputy Chief in 2013 and assigned to the Patrol North Sub Division.  He oversaw Patrol Operations for Patrol Zones 1 & 4 as well as the Strategic Response Bureau which includes Community Liaison Officers, Mounted Unit, and Recruiting among others.  Chief Quinlan is in the process of developing a student to officer pipeline program aimed at improving diversity within our ranks.  Chief Quinlan most recently has been a liaison to the Mayor’s Community Safety Advisory Commission and a team member on the Bloomberg Harvard City Leadership Initiative.

Chief Quinlan has been a Division trainer in crowd control tactics and emergency vehicle operations including the PIT maneuver.  He teaches several college courses at state universities as an Adjunct Faculty member.  Chief Quinlan applied for and was accepted by the U.S. Department of Justice Office of Community Oriented Policing as a Subject Matter Expert to the Collaborative Reform Initiative Technical Assistance Center.  Chief Quinlan served 9 years with the Ohio Air National Guard and is a veteran of the Persian Gulf War.

Chief Quinlan graduated from The Ohio State University with a B.A. in Criminology; graduated from Central Michigan University with a Master of Science in Human Resource Administration, and has earned a Graduate Certificate from Capital Law School in Legal Assisting.  Chief Quinlan is also a graduate of the FBI National Academy Class 249 and the Police Executive Leadership Institute provided by the Major Cities Chief’s Association.

Chief Quinlan is married to his wife, Jennifer and they have 3 daughters.
